Decision made on ‘Inappropriate’ housing plans for Worcestershire village

UNPOPULAR plans to develop land in a village have been rejected again.

Proposals to build nine houses in a field off Radford Road in Flyford Flavell have been turned down by Wychavon District Council.

Planners said the development would be “inappropriate and harmful in relation to its open countryside context” and would not be sustainable.

Several schemes have been put forward for the same patch of land in recent years, all of which have been refused.

These include a plan for up to five homes refused by the council in 2023 and dismissed on appeal by a planning inspector in June 2024.

Planning officers pointed out that, as identified by an inspector, the site’s position “adjacent to the highway on the edge of the village makes it particularly sensitive to change”.

Looking at the latest plans, they said: “The appeal site has a greater affinity with the surrounding countryside than the built up form of the village, due to the site being free of any built form adjacent to it, and its natural relationship with the surrounding open fields.

“The proposed residential development in this location would introduce an incongruous element into the open countryside that would result in encroachment into the countryside and introduce domestication within the rural landscape that would be uncharacteristic.”

Flyford Flavell, Grafton Flyford and North Piddle Parish Council objected to the plans, saying: “The density of the development is not in keeping with the surroundings and would have a detrimental effect on the visual amenity of the area.

“It would extend beyond the present boundary of the village but create a green gap where in time it would be difficult to resist further development.”

The parish council said there is poor drainage in the area, adding that further development would “exacerbate an already fraught situation” regarding parking around the village school.

Flyford Flavell resident Sue Januszewski said: “Essential services to the village are already stretched to maximum capacity, and the sewage system is presently overloaded.

“The provision of services to new properties will have a negative impact on the quality of life for existing residents.”
